Health Insurance — UAE Market
Two Connected Apps Take an Advisor From Carrier Comparison to Policy Renewal
Quotifi is a B2B insurance quoting, underwriting and policy-lifecycle platform for the UAE health insurance market, paired with an AI-assisted carrier comparison tool replacing a fragmented workflow of spreadsheets, PDFs and email hand-offs.

Challenge
But before Quotifi, the workflow ran on spreadsheets, PDFs and email hand-offs.
Every carrier structures its Table of Benefits differently inpatient limits, maternity coverage, reimbursement rules, premium breakdowns. Advisors manually re-keyed data from TOB PDFs into spreadsheets to build side-by-side comparisons, a process that was slow, error-prone and hard to trust. Once a plan was chosen, the rest of the client journey ran through Excel and manual email hand-offs between roles, with no single source of truth and no structured audit trail.
- Manually re-keying carrier TOB data into spreadsheets
- Comparisons living in files with no version history
- No structured audit trail across underwriting and ops
- Provider network access cross-referenced by hand
- No single source of truth for product data or pricing
- No easy way to track a case from lead to bound policy
Solution
What Quotifi built first
AI-assisted comparison tool
Authenticated users upload insurer TOB documents from Quotifi's own carriers or any external one and the platform runs AI-assisted extraction into a standardized benefit schema. Extracted values go through a human review step before entering the comparison matrix, preserving accuracy while accelerating the slowest part of the old process: the first pass through dense TOB documents.
Platform Revamp
- Side-by-side comparison with standard and grouped views
- Colour-coded tier highlighting to spot coverage strengths and weaknesses at a glance
- CSV export for sharing outside the platform
Saved Cases
- Each comparison persists with policy metadata, provider data and optional document storage
- Status lifecycle: Open, In Progress, Follow Up, Closed
- Teams can reopen and continue analyses instead of rebuilding them
Network Analysis
- Filter and compare facility coverage against configured TPA network providers, including UAE networks such as Neuron, Global Med and Mednet
- Overlap and emirate-level coverage insights; providers are configured rather than hardcoded
- Results export as CSV/Excel, with browser-print PDF views for client conversations

The Comparison Tool doesn't manage product configuration it gives advisors a consistent, defensible basis for recommendations, with each analysis persisting as a saved case with reference numbers, status tracking and history instead of a folder of disconnected spreadsheets.
From selected plan to active, renewing policy
The Core Platform
Once a plan is selected, the Core Platform carries the case forward through underwriting, payment and onboarding, to an active, renewing policy. Product and pricing data live in one governed system a configurable catalog structured as TPA → Plan → Network → Benefit configuration → pricing matrix, with granular pricing configuration, base premium versioning and direct editing of standardized TOB benefit tables.
Premium Engine
Calculates individual and SME premiums with loadings, plan percentages, BASMA/HCV adjustments, ICP and VAT applied consistently on every quote, including additional premiums and loadings applied during underwriting.
Underwriting Workbench
Staged review of attachments and application of underwriting loadings, including a GDRFA review step and quote comments for direct communication between broker and underwriting teams.
Payments
Supports both Stripe checkout and bank-transfer token approval flows, with proforma invoice generation and accountant-team review for payment verification.
Role-based workflow across the full case lifecycle
Multi-tenant, role-based access control keeps ownership and permissions clear at every stage of a case, from broker and agent through underwriter and onboarding team lead.

Quote to Cover
- Individual and SME quote wizards support binding and indicative flows, with quote revisions and versioning so changes are tracked rather than overwritten
- Digital medical declarations (GHD/MAF) with public, tokenized links for clients, e-signature, broker approval and GHD mode switching
- Cover confirmation and quote approval workflow, with bilingual English/Arabic translation of cover confirmation documents
Onboarding & Documents
- Policy-document PDF generation once a quote is confirmed
- Onboarding case queue with human document approve/reject review
Renewals, tracked before they're due
The renewals engine gives upcoming-renewal visibility across three windows, with renewal quote generation and revision handling.

A role-scoped dashboard with ten KPI widgets sits alongside database-backed audit logs for governance and traceability, a documents library, videos, email template management, tenant branding and theming, tenant-specific currency conversion rates, and tenant settings.
Key transformation
From document-by-document manual interpretation to a repeatable process: The Comparison Tool standardises how existing carrier TOBs are ingested and compared, giving advisors a consistent basis for recommendations.
From scattered files to structured case records: Each analysis persists as a saved case with reference numbers, status tracking and history; each quote carries its own reference, revision history and audit trail through underwriting, onboarding and renewal.
From manual hand-offs to role-based workflow: Eight distinct roles, from broker and agent through underwriter and onboarding team lead, each see and act on exactly what their stage of the process requires, backed by admin oversight and a full audit trail.
From ad hoc exports to structured output: Comparison results export to CSV and network analysis to CSV/Excel or browser-print PDF, while branded policy documents, proforma invoices and structured hand-offs replace manual document assembly throughout the quote-to-renewal journey.
Business impact
Faster, more consistent plan comparison
AI extraction accelerates the first pass through dense TOB documents while human review preserves accuracy, giving advisors a defensible basis for client recommendations.
Clearer network coverage conversations
Network analysis against configured TPA providers, including UAE networks such as Neuron, Global Med and Mednet, makes hospital and clinic access including coverage across emirates like Dubai easy to explain to clients.
Reduced operational drag across the full lifecycle
Cases move from comparison through quoting, underwriting, payment, onboarding and renewal without re-keying data or relying on email hand-offs.
Stronger governance and continuity
Role-based access, database-backed audit logs, quote revisions/versioning and case status tracking, including 90/30/7-day renewal windows, give operations and compliance teams visibility that spreadsheets never could.
Better data control
Centralized PostgreSQL storage within each application, with optional S3 document retention, replaces scattered local files and email attachments.
Under the hood
The Comparison Tool and Core Platform are independent Next.js applications, each with its own database, authentication and tenant configuration, built on a shared technology foundation.
